I can see where it's coming from, and I sense that where the categories now are fine. The three are small spots in a large pond (relatively and figuratively speaking): as we've seen in Amphibia, there is more than one place with their own people and customs. If it were in mostly one setting, then the categorizing makes sense to help expand upon one location, however, seasons 2-3 emphasize more locations of equal importance. The show is called "Amphibia", so the focus is inevitably on the macro point-of-view. At the same time, the show didn't arguably give enough about Toad Tower and Newtopia as it did with Wartwood. While the three are popular places, creating deeper-cut categories has the potential to create categories people won't necessarily look for, or may get lost looking for them. Residents could work, in the sense the characters are heavily defined by their background, however, the reasoning doesn't apply for people who aren't from those locations: as you mentioned Marcy doesn't fall into Wartwood, the same goes for her not coming from Newtopia either. Anne also falls, as she is not from Wartwood to begin with.
